Meta is not accepting new political and social issue ads for the US market from 27 October to 3 November 2026. Ads that are already running may continue to be delivered under certain conditions. For advertising agencies in Germany, one distinction is crucial: in the EU, Meta has had a general ban on paid advertising about politics, elections and social issues since 6 October 2025. The new US blackout period does not lift this European rule.
The US deadlines affect Facebook and Instagram around the midterm elections on 3 November. Ordinary commercial advertising is not generally stopped by this specific election advertising rule.
The dates for US campaigns
Meta has published a schedule for the blackout period 2026. For ads that require a disclaimer of the sponsor under Meta's rules, three dates are relevant:
- 13 October: Recommended deadline to complete the required advertiser authorisation.
- 20 October: Recommended submission of the relevant ads for approval, so that an impression can actually be delivered before the blackout period.
- 27 October, 00:01 Pacific Time: Start of the restriction. It ends on 3 November 2026 at 23:59 Pacific Time.
An ad that is merely approved is not sufficient to continue running. It must have achieved at least one impression before 27 October and run with a valid disclaimer. Social Media Today also reported on the deadlines on 7 October.
What can still be changed on a running ad
During the US blackout period, the affected ads can be paused and reactivated. Bids, budgets and the planned end date can also be adjusted. Creative, placement, targeting and optimisation, however, may no longer be changed. A new variant cannot simply be added shortly before election day.
The policy does not apply exclusively to candidate ads. For the US, Meta also covers social issue areas such as immigration, civil rights, security and environmental policy, as well as health and economic policy. Whether a specific brand ad falls into the category depends on its political or social relevance. The word "health" alone does not automatically turn ordinary product advertising into a political ad.
Why it looks different in Germany
In the EU, Meta stopped political, electoral and social issue ads in October 2025. The company justifies the decision with the effort involved and legal uncertainty arising from the European regulation on the transparency and targeting of political advertising (TTPA). This is stated in the official Meta statement, updated on 6 October 2025.
The European Commission explains the transparency requirements that have applied since 10 October 2025: labelling, information on the sponsor and stricter conditions for data-based targeting. The regulation itself does not ban political advertising across the board. The general halt of these ads on Meta platforms in the EU is a company decision. Political posts without paid promotion remain possible.
An German agency that manages campaigns for the US market must therefore take the local deadlines into account. For reaching an EU audience, the European platform rule applies instead. The agency's location does not replace a check of the market where the ads are delivered.
One topic, different platform rules
The comparison shows why a single checklist for all social networks falls short. Our reports on TikTok's election safety measures for the US midterms and on Snap's investigations into political ads and private conversations concern other platform approaches. No identical deadlines for TikTok or Snapchat can be derived from a Meta blackout period.
For campaign management, what counts are documented authorisations, correct disclaimers, the actual first delivery and the rules of the target market. The US one-week period and Meta's EU-wide withdrawal are two separate regulatory frameworks.
